The rarity of wmk error on $2 high value has to be much greater as no bulk quantities of $2 stamps would exist unlike low values. & also a $2 stamp is something previous collectors would have checked for wmk to sort the 1912 from the 1921 issue, so examples are much more likely to have been spotted).
